عفو عام بغرض تسوية أوضاع الأجانب

يتوقع البعض أن الحكومة يمكن أن تفكر في العفو عن المهاجرين غير الشرعيين في إيطاليا، وكان آخر عفو قد صدر في عام 2012، لكن يبدو وسيلة غير عملية.

قبل عام من الآن أنتظر العديد صدور عفو لتسوية أوضاع المهاجرين غير الشرعيين المقيمين في إيطاليا، لكن لم يتم إصداره. أيضًا تشير الدلائل لعام 2016 إلى أن الأمر لن يكون كذلك. حيث كان العفو إجراءًا استثنائيًا تم إجراءه لمرة واحدة، لذلك لن يتم إصدار قرار مماثل كل عام، ولكن في حالات الضرورة المُلحة الحقيقية.
ومن الممكن أن يتيح هذا العفو فرصة للمهاجرين الذين هم بالفعل في إيطاليا تسوية أوضاعهم، وذلك بإمتلاكهم تصريح الإقامة، لكن ليس أولائك الذين على وشك الوصول إلى إيطاليا.



متى سيتم إصدار العفو القادم؟
كان الإصدار الأخير في عام 2012 وكانت أعداد الطلبات المُقدمة جديرة بالملاحظة (129.814 إجمالاُ)، حيث تُعتبر أقل بنسبة 70 ألف وحدة على الأقل مقارنةً بالوحدات المقدمة في عام 2009 بالإضافة إلى أن العفو كان مخصص فقط لمقدمي الرعايات والخدمات المنزلية.
يرجع هذا الانخفاض بالتأكيد إلى معايير أكثر صرامة وُضعت من قِبل وزارة الهجرة من أجل إمكانية التوافق مع الطلب. على سبيل المثال، في عام 2012 تم طلب إرفاق مع الطلب وثيقة تثبت الإقامة في إيطاليا منذ تاريخ 31 ديسمبر عام 2011 على أقل اعتبار، وذلك بواسطة وثائق صادرة من الهيئات العامة.
لكن ماذا لو كان المُهاجر قد دخل البلاد بشكل غير قانوني، كيف كان يمكنه الحصول على وثائق من هذا النوع؟
لذلك أسرعت وزارة الداخلية بالتصحيح مُتحدثة عن صلاحية شهادة طبية أيضًا أو الختم في جواز السفر، أو أية مظاهر ملموسة تثبت التواجد.

منذ ذلك الحين والهجرة دائمًا ما يُنظر إليها بحذر أكثر، بل حتى كتهديد في ضوء كل الأحداث في أوروبا المصحوبة بالهجمات المنسوبة إلى تنظيم داعش وتسللاته أثناء السنتين الماضيتين، متناسيين مع ذلك أن كثير من الحالات كانت مُتعلقة بإرهابيين وُلدوا ونشأوا بالفعل في الدول المُرتكبة بها الهجمات.
بالإضافة إلى ذلك، أصبح التعايش بين المهاجرين والإيطاليين في العديد من المناطق حيثما يتم التخطيط لإنشاء مراكز احتجاز أمراً من الصعب جدًا.

لهذا السبب، يبدو العفو العام في الوقت الحالي أمرًا ليس عمليًا.
